Like sand and gravel, Black Concrete Powder will fall when unsupported. To convert it into Black Concrete, place or drop the powder so it touches water directly, or place it next to a waterlogged block on a side where water can flow. It won't convert when simply falling through water without landing adjacent to a source block.
