What counts as "all biomes"?
One representative from each of the 14 major Overworld surface families: beach, desert, forest, ice, jungle, badlands (mesa), mountains, mushroom, ocean, plains, river, savanna, swamp and taiga. Requiring every individual variant would leave almost no seeds, so families are the honest, useful reading — and the map proves each one.
Why are all-biomes seeds so rare?
Biome families anti-correlate: hot and cold climates repel each other, and Mushroom Fields only generates far out at sea. Packing all 14 families into one ~2,560-block circle around spawn happens on a small fraction of seeds — and on Large Biomes, where every biome is four times larger, it essentially never happens, which is why the verified lists cover Java and Bedrock.
