Quick answer: End Cities generate on the outer End islands — past the void that surrounds the central island, more than 1,000 blocks from the centre of the End. Half of worlds have one within 1,150 blocks of that centre on Java and 1,100 on Bedrock. This finder marks them at 99% accuracy on Java and 99% on Bedrock.
Where do End Cities generate?
End Cities generate only on the outer End islands — the ring of islands beyond the central island where you fight the Ender Dragon. You reach them by crossing the roughly 1,000-block void gap, usually through an End Gateway, so you cannot find one until the dragon is beaten.
How far out is the nearest End City?
Just past the void. Measured from the centre of the End, where you fight the dragon, half of 200 random worlds had an End City within 1,150 blocks on Java and 9 in 10 had one within 1,350; on Bedrock the same figures are 1,100 and 1,250. The outer islands start about 1,000 blocks out, so the nearest cities sit just beyond that ring. Once the dragon is beaten, throw an Ender Pearl into an End Gateway to cross the void, then open a marker for coordinates. About a third of cities include an End Ship carrying the Elytra.

How do I get the Elytra and Shulker Shells?
Shulkers live throughout End Cities and drop Shulker Shells for crafting Shulker Boxes. The Elytra hangs in an item frame aboard an End Ship — present on roughly one in three cities — which the finder marks alongside the city.
Does the finder work on Bedrock?
Yes — both editions, Minecraft 26.3 (Java) and 1.26.51 (Bedrock). Markers read 99% accurate on Java and 99% on Bedrock. The End only generates these once you are past the central island.
